I think it is clear why Bev is in it.

Lol. I always refer to the "Downing Street Memo (or Minutes)" as the DSM-IV. The IV is meaningless (as are the "Minutes" themselves), unless one considers how many retyped copies of a copy of an edited reinterpretation of another's comments on someone else's account of something someone else said (or might have said). So in truth it may actually be DSM-XVIII Rev. 1d by now.

The real DSM-IV would be of more value to the average DUmmie, if it were in the trained and qualified hands of a psychiatrist, working to diagnose the DUmmies condition.
