When I rule the earth bureaucracy will be a capitol offense and anyone inventing a form that needs more than two copies will be summarily executed. Only we will not TELL people ahead of time that it is a capitol offense. That way any budding bureaucrats are taken out of the gene pool as they start to develop. They will think they are inventing some new idea and the BAM the special ninja will take them out. I figure in a few generations the world as a whole will be more efficient.
