The Navy Wednesday began surging more than half the fleet to sea - something it hasn't done since the beginning of the war in Iraq. The exercise is designed to test the Navy's new way of thinking - making sure ships are ready to go more of the time. In all, seven carrier strike groups will leave. But never mind that. More worrisome is the answer to the following question: How many aircraft carriers in the world didn't go anywhere recently?
