The Navy Wednesday began surging more than half the fleet to sea - something it hasn't done since the beginning of the war in Iraq. The exercise is designed to test the Navy's new way of thinking - making sure ships are ready to go more of the time. In all, seven carrier strike groups will leave. Wednesday, it was the USS Harry S Truman's turn to leave Norfolk.

The US is expecting to be attacked by terrorist any time from now to just before the election. The ships being at sea makes them a much tougher target. They are most vulnerable in port.
