Most of the cooks in the bistros on Pennsylvania Avenue, a few blocks from the Capitol, are Vietnamese. As a result, you hear very little dog barking in that neighborhood after 5 p.m. each day. Coincidence? You be the judge. (And never order BBQ on Capitol Hill, just to be on the safe side.)
