Be careful! Gloating potentially runs counter to a winning strategy
See below:
Problem: Major attack on US soil with higher casualties (especially civilian) than Pearl Harbor.
Cost: Thousands of dead citizens, destroyed buildings, severely wounded economy, major blow to international influence and prestige.
Benefit: Wake up call to determined enemy bent on US national destruction or grave injury to national economy and serious reduction in international influence.
Solution: Retaliate/Counterattack enemy and destroy ability to mount any future attack and extract retribution if possible to discourage any potential future enemy from similar, prospective attack.
Benefit: Enhanced national security. Enhanced international influence through military force intimidation if not through moral force persuasion.
Cost: Potentially, military casualties, lost or destroyed military equipment, expended supplies, strained international relations, increased national debt, and possible negative economic impacts.
Enemy Strength 1: Enemy is not a normal nation-state subject to deprivation of territory, sovereignty or other means of retaliation or counterattack routinely effective against previous international enemies.
Enemy Strength 2: Beyond a few, well known and geographically dispersed leaders, enemy lacks an organizational center of gravity, i.e., it is a loose knit, dispersed, transnational, ideological/religious association without requirements to maintain trade relations, treaties, international law or other potential levers of international coercion.
Enemy Strength 3: Enemy has apparent or nominal support (at least lack of condemnation) of second largest religious segment of the world (billions of people)
Sizable segments of internal population of home country and most major allies are adherents to this religion.
Enemy Strength 4: Enemy does not require major logistics (except for weapons of mass destruction) to mount attacks.
Enemy Strength 5: Internal media methods and sympathies magnify political and propagandistic effects of militarily insignificant enemy attacks.
Enemy Strength 6: Cooperative rogue nation-states provide territory for clandestine training and headquarters sites and potential surreptitious acquisition of weapons of mass destruction.
Enemy Strength 7: Cooperative supporters provide financial support through charity front organizations.
Enemy Strength 8: Long term planning in infiltration of potential saboteurs and terrorists in sleeper cells awaiting activation.
Enemy Weakness 1: Enemy is not a normal nation-state subject to protections of international law.
Enemy Weakness 2: Enemy communication for coordinated activities hampered by nature of loose knit, dispersed, transnational, ideological/religious association.
Enemy Weakness 3: Enemy does not control territory on which training and headquarters are located creating potential vulnerability.
Enemy Weakness 4: Enemy lacks wide spread expertise and facilities for weapons of mass destruction.
Enemy Weakness 5: Enemy cannot directly control finances without sanction.
Strategy 1: Go after enemy using means that international law would prohibit being used on a nation-state
Deprive enemy of financial support through means that could not be used on nation-states.
Strategy 2: Monitor, and interdict where possible, communications necessary to coordinate enemy attacks.
Strategy 3: Attempt to persuade/energize prominent co-religion, authority figures to produce counters to claimed religious/ideological foundations to weaken enemy support
Avoid alienating segments of internal population of home country and most major allies that are adherents to this religion.
Strategy 4: Attempt to determine ideological/religious differences among various enemy sub-groups, however minor, and exploit these by creating dissension if possible.
Strategy 5: Persuade, bribe, or intimidate supporting rogue nation-state regimes to revoke support or use deprivation of territory, sovereignty, etc., against supporting rogue nation-states.
Strategy 6: Attempt to persuade internal media to alter sympathetic support of enemy position or selectively support competing media to those offering sympathetic support.
Strategy 7: Attempt to restrict access to weapons of mass destruction.
Strategy 8: Attempt to decapitate, either, symbolically or literally, enemy organization leadership.
Strategy 9: Attempt to enlist support of segments of internal population of home country and that of allies that are adherents to this religion/ideology in identifying sleeper cells and denying them refuge.

Oh thank you! I have been gloating since it happened! I also cheered and gloated all through President Bush's news conference this morning too!
It is okay for us to be proud of our military and say they did a superb job of digging that rat out of his hole! It is okay for us to say ha ha ha to those who said we weren't getting anything done in Iraq!
Gloating? You betcha!
