Andy Burnham has delayed ordering new submarines for two years despite growing global threats to Britain.
Sir Keir Starmer pledged last year to build "up to 12" nuclear-powered submarines, adding that an exact number would be revealed in its Defence Investment Plan (Dip).
But after the long-awaited Dip was released, Labour has continued to push its deadline for committing to buying the subs until 2028.
Wes Streeting, the Defence Secretary, wrote to his Conservative shadow James Cartlidge: "The DIP clearly sets out our intention to buy up to 12 SSN-A submarines, but a decision on exact hull numbers does not need to be taken at this stage.
"The programme is currently midway through its design phase and we anticipate that the number of submarines will be confirmed before the end of this phase in 2028."
Mr Streeting added the Government now has the capacity to manufacture a submarine every 18 months from the "mid-2030s" and a delayed decision over the number built would not affect when they entered service.
The Shadow Defence Secretary slammed the decision to refuse to commit to a number of submarines as "a shambles" amid "rising" threats - former Prime Minister Boris Johnson was in Ukraine as Russia struck a "locomotive" on the border.

During my time in the submarine service we came in contact with a British Submarine crew. They refered to their submarine qualification dolphins as 'The Queens Legs'

Which leads to an interesting question: The Britain of 2026 is a hollowed out shell of the Britain of 1945. There is no longer an Empire. And these days, no one really cares what the British government has to say.
Portugal a second-world nation that has accepted its current lot in life.
Portugal does not seek nuclear submarines.
Portugal just minds its own business.
Perhaps the UK should do the same.

besides, UK every building a nuke sub is a joke: the only other nuke sub in the world besides the US ones is one that France has ... period ...
That's a really bad choice of acronyms because in military parlance "DIP" stands for "Die In Place."
Submariners are particularly irreverent, but the British put their own spin on things.
Last I heard they were down to 4 aging missile subs and couldn’t even keep 1 at sea consistently. They also have 5 attack subs, but getting more than 1 into action would probably be a challenge at this point. 12 seems like a pipe dream, and with mounting budget woes and competence and infrastructure issues I’ll be surprised if they get more than half that number built.
