My jaw hit the floor listening to this

Las Cruces Chief of Police in New Mexico says a man has broken the windows in City Hall multiple times, every time his felonies are dismissed

He “has been arrested at least 108 TIMES, with at least 15 of those being felonies”

“Mr. Garcia had had several cases dismissed because he was found incompetent, and again, that's being dismissed without consequences or treatment. He was also deemed to be not dangerous by the courts. But let me give you a few of his recent involvements:”

- November 2022: Confronted by a GameStop employee, where he cussed him out and pushed him.

- December 2022: Caught shoplifting at a Walgreens. He threatened the security guard that he had a gun, and then he punched him.

- April 2023: Two incidents where he was caught shoplifting—one at a Dollar General, where he swung a strap with a lock on it at an employee, and the other at Lowe’s Fiesta Foods, where he threatened several employees and then punched the manager.

- June 2023: Threatened employees at the Savers Thrift Store with a bat.

- July 2023: Punched a Murphy’s gas station employee, and then threw a rock through the window of a random vehicle in the parking lot.

- August and September 2023: Punched two separate people at Albertsons while being confronted with shoplifting.

- March 2024: Swung a golf club at two separate people while shoplifting at Harbor Freight.

- April 2025: Punched a Walmart employee after he was caught shoplifting.

“I would argue that he poses a clear danger to the public and the community, and the people he is victimizing are people who are just working and trying to live their lives in the community that we all share. From 2022 to 2025, he has been arrested over 70 times.”

I like to think that a 120% butt kicking is in order. you know, the kind where the ‘victim” has multiple broken bones, a steak tartare face as well as many cuts and contusions on his body might cure him of his attitude problem.

Many moons ago a friend operated a bakery on State Street, near the Capitol, in Madison, WI. The bakery would operate in production from say midnight to 6 am, and then open the retail storefront at say 6:30 am. They suffered numerous repeated examples in the winter of mentally ill homeless folks throwing bricks through the front window in the wee hours, to be arrested so they could spend a warm night in jail (a la Otis Campbell). These folks would be released in the next 36-48 hours, and then, right about the time the glass company would leave after installing the replacement glass, another brick would be thrown through the window.

The cost of the deductible, the cost of the hand lettering of the new window signage, and the cost of increased utilities to heat the place with the front window gone... No small impact on the business. Repeat ad infinitum. What a circus, but that's the way the system in a place like Madison treats homeless mentally ill folks, like they are on a treadmill.
