Federal budgets used to be passed by Department, not as one omnibus bill. The House should have passed individual department budgets and sent them to the Senate for approval. Make the Democrats vote specifically to defund each federal department. Then call a vote daily. Let them go on record a hundred times if necessary before they capitulate.

Stopping EBT and SNAP is going to make grocery stores a very dangerous place. Stopping Section 8 is going to make some landlords angry, but isn't nearly as dangerous as the EBT/SNAP consequences.
