To be fair, 1992 crime in DC was much worse.

Joe Biden... The name rings a bell. Isn’t that the guy with the huge energy concerns in Ukraine? The guy who’s crack head son sits in the board of burisma to give them direct access to the white house OOHHHHH THAT JOE BIDEN
I attended a conference in DC in the early 90s. My hotel was near the Capitol. The front desk gave each guest a “safety sheet.” It provided at least 20 tips such as which parts of DC to avoid, walk in groups, don’t flash cash or fancy jewelry, don’t carry a purse, try not to go anywhere after dark, keep your head on a swivel, etc. I thought, “This is our nation’s capital?”
I wouldn’t walk around DC without a squad of Marines surrounding me.
We don’t go into DC much anymore after my son moved to Arlington, VA. Ironically, the last time we visited, we went to the Marine Barracks which is in a dicey part of DC and the Marines are heavily armed at the location.
