He is a professional photographer. He brings that equipment to every event.

One picture that won the Pulitzer Prize that was eventually rescinded was of a man in Kosovo ((Serbia?) looking through some bars. The description of the picture was that he was being held in a concentration camp. In reality he was outside of a military compound looking in. It was totally fake news.
Clinton did order the bombing from 15,000 feet of mostly civilian targets for 75 straight days, though, which was disgusting.

The timing's quite lucky, but the equipment is not. If we call that an 18" streak the bullet left, and say it's moving at 3150 fps (typical M855 muzzle velocity, it almost certainly was going slower), then we get a shutter speed of ~1/2100 s for that image. Allowing for the shorter barrel Crooks used and the range, I get an estimate of more like 1/1800 s.
For context, my entry-level consumer DSLR can handle up to 1/4000 s, and it's at least a decade old.
The conditions (overall brightness, sun angle) were just about perfect for the photo. In fact, they'd basically mandate that the photographer would be using a high shutter speed to make sure his images weren't washed out.

I’ve got an old Nikon d4000 or something, supposed to have a manual shutter speed of 1/4000 of a second. 35mm film, still got some rolls undeveloped, where could a person get them developed. Never had a dark room.

His "high speed camera" is a normal pro level camera. Nothing special. A Sony taking 30 frames per second is almost a video camera. The photography profession is about to be completely taken over by AI, from the taking of the photos, to the big job of going through millions of photos after the fact, with care.
