No it is well documented that 2 pound rocks are always levitating themselves and tossing themselves at car windows that are being targeted for political reasons.
In other words, what the motivation was is unimportant, the fact that the act was done is enough. Once you find the person you can the make the investigation as to the motive. But one must assume that this was done for political reasons.
