The best way to downsize the bureaucracy is to expose and investigate them.
DOGE can set the table by establishing a legitimate basis for investigation that can withstand the predictable charges of racism, transphobia etc.
A capable AG would authorize investigations.
Bureaucrats will face a dilemma.
The smart ones will leave first
The stupid ones will need to find lawyers and go bankrupt.

I remember during the Clinton Administration that a lot of the White House staff couldn't get clearances because they owed back taxes. Same thing with Obama's White House:

Millions wouldn’t make a dent in the deficit.

It’s usually bad form to owe your employer money, but if they can get away with it, why not?

Per CNN and The NY Time he still owes a reported $3,00,000 in personal back taxes and another $1,500,000 for his businesses.
