Without even getting into the socialist nature of much the New Deal one of the criticisms that came from both left and right was FDR’s impatience with the programs. There’s a famous cartoon showing him as a doc with a sick patient and changing meds without waiting to see if they work. That’s what Harris’s experimentation would be.
