The real problem is she is so stupid, she thinks she is smart. That’s why most times she does not prepare or practice anything for public speaking engagements. She figures she is so smart she doesn’t need to, and tries to wing it and fails. Hence, the word salads. Majority of lawyers are either sociopaths or psychopaths. She is definitely a member of one or more of those groups.
I think she may have brain damage, probably in a small area where language is formed. She has no idea she’s talking nonsense as she knows what she wants to say, but just can’t get it out and probably isn’t aware it isn’t coming across. The reason I think this is from talking to a stroke patient who sounded very much like she does.

FWIW, Her high school was in Westmount, the well-off English-speaking neighborhood of Montreal, but all the rich Anglophones send their kids to private school, so it’s not a very good school now. I don’t know if that was true 40 years ago when she was in high school.
