It doesn’t help Ukraine? Of course it does. If it pulls Russian resources away from Ukraine to deal with a new terrorist threat, starts another Caucasus war, etc. The cover story tries to cast Putin in a poor light by saying that he had warnings and ignored them.
It didn’t help the Ukrainian cause to murder Dvogyns daughter with a car bomb either, but they did it.

The author is poorly informed, as the US actually issued a warning to Russia for the likelihood of such an event, earlier this month, as I read elsewhere.
I doubt it’s Ukraine behind it. But the CIA? Quite possible they riled up the islamists to do some jihad in Moscow. I mean the US did warn US Citizens to avoid concerts in Moscow about 1 week ago.
