But in appointing Weiss special counsel, Garland has run afoul of the law. Statute 28 CFR § 600.3 Then it should be a simple matter for the Republican house to impeach Garland. I'm not sure what remedy congress has for getting rid of an illegal special counsel.

I’m not accusing you of deliberately misrepresenting the legal side of this, but on this key point you are flat-out wrong:
Statute 28 CFR § 600.3 - Qualifications of the Special Counsel …
“CFR” refers to the Code of Federal Regulations, not a statute. What you have cited here is not a law. It’s a regulation that can be altered or ignored at will if it only governs internal Executive Branch operations.
