I’m not accusing you of deliberately misrepresenting the legal side of this, but on this key point you are flat-out wrong:

“CFR” refers to the Code of Federal Regulations, not a statute. What you have cited here is not a law. It’s a regulation that can be altered or ignored at will if it only governs internal Executive Branch operations.

Statute law is a written form of public law or private law that is passed by a legislative body. It can be said that every statute is a law, but not every law is a statute.
