Late to comment, but it’s almost silly to discuss this. None of these US or Russian devices have been tested in realistic conditions since the mid 1960s, have they? And the conclusions this guy is drawing, based on no real data, depend entirely on the quality of old Soviet technology and manufacturing prowess.
Many of them, including ours, are likely to fail. But the Soviet ones that do go off may be dirty as literal Hell.

Then we should use them on the Mexican cartels that traffic drugs and people into our country, the Chinese factories that produce Fentanyl to kill our citizens, the Indian call centers that steal hundreds of millions of dollars each year from our senior citizens, etc... I didn't realize they were so "safe and effective". Let's start using them to protect our citizens.

An air burst does have fallout but not huge. A ground burst is lots of fallout, even with small tactical nukes.
