I can see that he might have been bracing for what ever pathogen the Deep Staters are going to release in an aggressive biowarfare event- but the verbiage doesn't work because saying this is about 'diseases that have signficant morbidity or mortality' (e.g., thinking maybe Ebola?) wouldn't stop the weaponized medical establishment because they all claimed that Covid was unprecedented (liked and said we had no immunity) and projected extreme mortality rates.
