It gets much clearer if you substitute "do as I say" for "work together."
I’m wondering if she is spreading some sort of coded message. The number of times she says a thing, plus what the repeated phrase is or is alluding to, plus the venue from which she is speaking, all affect the many parties who tune in to hear her code. Sort of like the repetition of “John has a long mustache,” in the movie The Longest Day, the code would be opaque to outsiders even while they actually hear it. They seem to be delighting in announcing their evil deeds to all before they commit them.
She listens to biden too much. It’s affecting her brain.
