Every business I worked for had business continuity plans. These were especially critical at companies that provided critical business services to other companies. So this doesn't seem out of the range of normal business activity to me -- just good prudent planning.

COGCON (”continuity of government readiness condition”) is a United States government readiness level, roughly analogous to the DEFCON alert state system, tracking the readiness of the government in the event of an emergency.[1] The system was introduced in National Security Presidential Directive 51, signed by George W. Bush on May 4, 2007.[1]

Levels
COGCON 4 represents normal peacetime operations.[1]
COGCON 3 is a state of heightened readiness, with some government officials required to notify a Watch Office as to their location.[1] During the U.S. State of the Union address, the COGCON is raised to this level and a cabinet member is the “Designated Survivor.”
COGCON 2 calls for deployment to a relocation facility with four hours notice. [2]
COGCON 1 calls for the United States government to be relocated to secure, fully staffed bunkers[1] such as the Mount Weather Emergency Operations Center.

Imagine being there out in the rubble, and three weeks later Cheney, McConnell, Biden, Crenshaw and all the others crawl out of some shelter to reassure us they are still in charge.
