Every business I worked for had business continuity plans. These were especially critical at companies that provided critical business services to other companies. So this doesn't seem out of the range of normal business activity to me -- just good prudent planning.

I used to work at .gov and you are correct.
But—this is massive overkill—at least based on public known facts.
The basic .gov bureaucracy always gets a day off for the inauguration, mostly to keep DC traffic under control for the large crowds attending. However, this year there are no large crowds that will attend, so even #4 would be overkill.
