Lots of people verified that the DOCUMENTED fractional vote capability was turned on in certain machines. It’s not possible to have observed fractional vote totals with that off.

If the irregularities can be shown while running the EXE, then you go after the source code.
The program might accept a value that is fed in at run time, a value that can adjust the counts, e.g. by a certain percentage. If that is the case, then examining the source code, or even executing the program, would only tell you the program was wide open to fraud, it wouldn’t prove that fraud had been committed.

The weighted voting feature is documented in the user manual. You don’t need the source code to know if that can happen.
There were reports of voting machines getting a “software update” at about 10 PM, the night of the election. If that update was not stored out to the boot disk, then a simple reboot of the machine would clear it out.
The implemenation language(s) will determine how much symbolic information may be available in the executable. If its a "debug" version (often the release version for rapidly changing systems which do not need to be race horses), the elf/dwarf embedded info can be used to decorate a disassembly making it quite intelligible.
(I have written elf/dwarf translators for embedded satcom software written in C++).
If the source code is java/C#, then there should be considerable symbolic information embedded to support introspection.
I would just use open source Open Office Spreadsheet Program.
Easy to use and easy to give fraudulent results. (If I was Demoncrat.)
