It was all because of a misunderstanding of the job description. He thought that being the head of election crimes meant that he was to protect and cover for them as the "Head of Election Crimes". Once he understood what was actually required for the position, he wanted no part as it would interfere with invitations on the cocktail party circuit in DC.
