He’s looking down at his notes/teleprompter when he’s saying this too. When he takes his eyes off this is when he starts stuttering and slurring. Fascinating. I presume he was saying this to rally his troops.

He’s probably just talking about an organization which he’d claim is fighting voter fraud.
This means nothing.
I am not a lip reader but its a 24 second clip that repeats endlessly.
Watch his mouth form the words and they match exactly what he said.
The only thing that could have been done is to cut him saying “anti-” before “fraud” if someone edited the short clip.
