I am not a lip reader but its a 24 second clip that repeats endlessly.
Watch his mouth form the words and they match exactly what he said.
The only thing that could have been done is to cut him saying “anti-” before “fraud” if someone edited the short clip.

Or they spliced in the word “fraud” which would be another way of completely altering the meaning of the statement.
