Democrats have opposed realistic solutions for the last 3 years because they want to tear away the Latino vote or not allow any gains for the Republicans.
There were numerous things that could have been done in the last 3 years, but the Democrats played obstruction politics setting the stage for this. First you create the problem, then you come in and offer a solution.
