This is interesting. If this had been a normal campaign summer, and Joe really had significant dementia, it would have been demonstrated irrefutably by now and replacing him at the convention would have been uncontroversial. It would have been a fight over who it was...but it would have happened.

But with him able to hide out in his basement except for scripted videos, it's going to be much harder to replace him because a lot of voters won't believe it is true. Yet after the conventions, he's not going to be able to hide out the same way. He'll get murdered by Trump if he ducks a debate, and if he does debate and has a "senior moment", his support among swing voters will crater. The progressives may even abandon him. And a lot of states won't permit a ballot replacement after the convention.

The Dems may have outsmarted themselves.

the vp cant get three full terms

if the vp takes over in the first two years of a term, that counts as a term for them. if they take over after two years of the pres’s term, it doesnt count as a term for them.

they can only serve less than 50% of the presidents term for it not to count as a first term for them.
