Mulvaney: Trump can ‘move money around’ to get wall funding

Acting White House chief of staff Mick Mulvaney says that President Trump will pull from several pots of money to fulfill his pledge to build a Southern border wall, indicating the White House is prepared to accept a deal from Congress that doesn’t fully meet the president’s full $5.7 billion border request.

“We’ll take as much money as you can give us and then we’ll go off and find the money someplace else, legally, in order to secure that Southern barrier, but this is going to get built with or without Congress,” Mulvaney said on Fox News Sunday.

“The president is going to build the wall,” he declared.

Mulvaney said “there is money that he can get at and is legally allowed to spend,” adding “all of this is going to be legal.”

He said the president can repurpose some federal funding without declaring a national emergency but didn’t rule out the possibility that Trump may still declare such an emergency to give his administration more flexibility.

“Any president can do this,” Mulvaney. “There are certain funds of money that he can get to without declaring a national emergency and other funds that he can only get to after declaring a national emergency.

“The whole pot is well north of $5.7 billion,” he added, referring to the full among Trump has requested from Congress to build the wall.

Mulvaney noted that presidents have declared 58 national emergencies since the National Emergencies Act was passed in 1976.

“This is not a case, Chris, as many folks think it is of the president just not getting what he wants [and then] so just going off and magically declaring a national emergency and getting all the money he wants,” he told Fox host Chris Wallace. “There are certain things that every president must do in order to trigger the rights that he has to sort of move money around.”

Mulvaney acknowledged, however, that many Republican lawmakers don’t want to see Trump declare a national emergency and that the president himself would prefer to avoid this controversial option.

“The president doesn’t really want to do it. That’s why we’ve had to go through the shutdown. It’s why he’s let Congress do what they’ve done the last three weeks,” he said. “He would prefer legislation because it’s the right way to go and it’s the proper way to spend money in this country.

“But if that doesn’t happen, the president perceives his number one priority is national security. He will then look at the national emergencies act as a way to do his job,” he added.

Shut down all ports of entry for vehicles and foot traffic...only US citizens and permaneent residents could pass back to the US...but could not return to Mexico.

Say it will remain thus until the wall is DONE.

Mexicans would be shooting caravaners dead in the street in a few weeks.

Mexico would pony up all the wall funds as fast as they could wire transfer it.

Without easy access to the US market Mexico would descend into chaos in a month.

And shut off ALL remittances until the wall is up.

December if they say no, order the military to be prepared to build,. January 20th, 2018.

December 2018. Celebrate 250 miles of new wall.

No caravans. reduced crime, reduced people needing to be deported.

SOTU 2019, announce the plan to complete the wall.

July 1, 2020, with 1,000 miles of wall completed and the rest under way and a treaty brokered between N and Korea, announce not running for re-election.

Put a Hillary and Obama indictment in, rinse and repeat.

Democrat ask how Trump could pay for the wall.

Obama promised that the economy would not grow above 1.8%, calling it the New Normal.

Obama mocked Trump's promises of better growth, asking "does he have a magic wand?"

The economy jumped from 1.8% to 3.8% in 2017... that 2% difference reflects about $360 billion in Trump growth (that Obama mocked as impossible).

Federal taxes on that Impossible Trump Growth $360 billion would be about $60 billion, assuming just a 16% tax rate.

Trump only wants $6 billion of that $60 billion in increased federal revenues.

Seems like he has already paid for it, and exceeded it by a factor of ten... an order of magnitude... with his policies that Democrats supposed at every turn.

Trump must do something else while in office, make all parts of the wall along the border a Federal protected asset that will NEVER ge torn down by any future entity.

If you want to call me a whiner, fine.

I was only pointing out the obvious when he opened the government back up as he lost his leverage and pressure to force a settlement between all the parties.

By opening the government the way Trump did, his only option now is to go it alone without legislative funding and there is risk - may it be legal action or the next administration putting the brakes on the funding.
