Mulvaney: Trump can move money around to get wall funding
Acting White House chief of staff Mick Mulvaney says that President Trump will pull from several pots of money to fulfill his pledge to build a Southern border wall, indicating the White House is prepared to accept a deal from Congress that doesnt fully meet the presidents full $5.7 billion border request.
Well take as much money as you can give us and then well go off and find the money someplace else, legally, in order to secure that Southern barrier, but this is going to get built with or without Congress, Mulvaney said on Fox News Sunday.
The president is going to build the wall, he declared.
Mulvaney said there is money that he can get at and is legally allowed to spend, adding all of this is going to be legal.
He said the president can repurpose some federal funding without declaring a national emergency but didnt rule out the possibility that Trump may still declare such an emergency to give his administration more flexibility.
Any president can do this, Mulvaney. There are certain funds of money that he can get to without declaring a national emergency and other funds that he can only get to after declaring a national emergency.
The whole pot is well north of $5.7 billion, he added, referring to the full among Trump has requested from Congress to build the wall.
Mulvaney noted that presidents have declared 58 national emergencies since the National Emergencies Act was passed in 1976.
This is not a case, Chris, as many folks think it is of the president just not getting what he wants [and then] so just going off and magically declaring a national emergency and getting all the money he wants, he told Fox host Chris Wallace. There are certain things that every president must do in order to trigger the rights that he has to sort of move money around.
Mulvaney acknowledged, however, that many Republican lawmakers dont want to see Trump declare a national emergency and that the president himself would prefer to avoid this controversial option.
The president doesnt really want to do it. Thats why weve had to go through the shutdown. Its why hes let Congress do what theyve done the last three weeks, he said. He would prefer legislation because its the right way to go and its the proper way to spend money in this country.
But if that doesnt happen, the president perceives his number one priority is national security. He will then look at the national emergencies act as a way to do his job, he added.

The Dems DO NOT want the President to leave a PERMANENT barrier in any way, shape or form.....despite the fact that people like Obama, Schumer, Hillary etc all voted for a border wall in 2006.

So now we see the light at the end of the tunnel ... the National Emergency is too controversial, even among Republicans - but by moving around funding, Trump can get this cleanly done and Dems can’t do squat about it ...

President Trump realizes that the wall has to be built because that is what he was elected to do. He knows from his executive experience that how hard he tried and how viciously the uniparty opposed him won’t get him re-elected.
We may lose the country while everyone is posturing and dithering around trying to make a deal.
The democrats, and some Republicans, will not ever, will absolutely never agree to funding a wall — unless a corresponding compromise will be made by Trump that completely negates the wall.
At some point, and it has to be real soon, a hard line has to be drawn in the sand, with the full force of the government enforcing it, with whatever means is necessary.
I’m personally leaning toward declaring marital law at the border. If Trump were to get full funding for the entire wall, by the time it is constructed there will be multiple millions of illegals entering before it can be constructed.
Actually, I think the Donks want the President to build the wall and try to use it against him in 2020 accusing him of being a divider and not a uniter. They just don’t want to be seen as cooperating with him by giving him money. So if he can get any money out of the House, no matter how little, he can counter by saying the funding, even if the majority of it is not specifically funded by the House, was bi-partisan.

no it doesn’t indicate that Trump is prepared to accept any deal of any kind. All he said was Trump can use other monies to get the Wall built.

#metoo. There’s a full on invasion going on. Trump has total/plenary authority to stop it but for some reason(advisors, GOP, etc), he’s not doing it. 2 years ago was too late.
And the EO was already signed 12/21/17 ... ever since it’s been a bit here, a bit there, some troops here, some troops there, over & over, again & again, time after time, with ever increasing results, all under the radar & full speed ahead :)
Take the $$$$$ from those anti-Trump alphabet agencies!!!They all have discretionary funds allocated. Take them first.
Hint, use “lawfully” instead of legally.
The point being, the Congress cash can begin building the Wall, and about the time that 2 billion is exhausted, the EA76 money will have beaten back the court challenges and be freed up.
