He lays out what sounds like a strong case against Hillary Clinton. Yet in the end he contradicts everything he said by saying he would not recommend prosecution.

How the heck does he reconcile the case he outlined against Hillary with a decision not to seek indictment????

To be clear, this is not to suggest that in similar circumstances, a person who engaged in this activity would face no consequences. To the contrary, those individuals are often subject to security or administrative sanctions. But that is not what we are deciding now.

In looking back at our investigations into mishandling or removal of classified information, we cannot find a case that would support bringing criminal charges on these facts.

So am I to understand, as long as I break the law in a manner that has never been prosecuted before I don't have to worry about the penalties?

Our investigation looked at whether there is evidence classified information was improperly stored or transmitted on that personal system, in violation of a federal statute making it a felony to mishandle classified information either intentionally or in a grossly negligent way...

And then later...

Although we did not find clear evidence that Secretary Clinton or her colleagues intended to violate laws governing the handling of classified information, there is evidence that they were extremely careless in their handling of very sensitive, highly classified information.

So, what is the difference between 'grossly negligent' and 'extremely careless'?

Maybe, on Comey’s behalf, it was a simple decision and without recourse. They could spend the time and money on a trial, but there wouldn’t be the slightest chance of a conviction by a Washington, DC jury. So, why try?

However, I personally doubt that was his rationale; I believe that White House made the decision and directed the process.

Not that I believe in conspiracies but I find odd that:
1) Bill Clinton met on the Tarmac with Loretta Lynch,
2) Obama flew Hillary to NC today,
3) Comey surprisingly found crimes committed but recommended against prosecution, and
4) Before Comey’s speech was over I got a robo call asking for donations or Hillary.
