Trump said that "government money" would pay for healthcare for all. He is apparently under the same misapprehension as low information voters who believe the government has its own money and doesn't take it from working people.
I figure that it is just one of a large number of business deals that he signed off on that would capitalize on the value of his name. The people running it must have paid a significant amount/percentage for his name and also assured him that it wasn't going to take up much of his time.
So he wouldn't have necessarily been thinking that he was going to defraud people. He probably didn't plan to set himself up for lawsuits and prosecution. But he probably knew that the people taking the courses were not going to get much from him besides his name on their 'diplomas'. And he probably had some sense that they were paying a great deal of money for an education of limited or questionable value.
Cruz will win Texas, and if conservative voters think rationally, he will win more states. This is far from over.

To think that somehow I will think of myself as victimized if Trump does not come through does not sound very conservative. Become self reliant and it won’t really matter what happens.
Don’t look to yourself as a victim if someone does not do what they want. Children think like that. And that also is not very conservative.
If you do not get out of your mindset towards Trump you will be an endless failure which guess what that is what conservatism has turned into.
The central tenet of conservatism these days is that if people do not vote like conservatives we are all victims.

Whether Cruz succeeds or fails he gets paid every week. He gets his top of the line health benefits. He gets his retirement benefits. He gets his donor benefits.
Every year the government gives itself a tax raise.
There are no consequences for people like Cruz. They get rewarded whether they fail or succeed in the senate.
