The District of Columbia (D.C.) City Council has passed a measure that would pay people $9,000 a year to NOT commit crimes.
The mafia has a word for this: extortion. Except in this case, the mafia are the potential criminals, and the neighborhood business owners are the D.C. government.
Under the measure, which still has to be approved by the mayor, city officials would choose 200 people a year that they consider to be at high risk for committing or becoming a victim of a crime. ...

Foreign tourists are disgusted at the state of Washington DC; then again, many think there are many more blacks in this country (due to over-representation on American TV).

I’m disgusted at the state of DC myself...I contracted with DoD through Smith’s Aerospace in 2000 and 2001...We were located in Germantown just outside of DC and, except for work related meetings, I stayed outside DC the whole time...
The number of blacks on TV is an issue that shows Hollywood is scared to death of being called racist.

I don’t blame you for avoiding DC; I haven’t been there in decades.
I have a different on the number of blacks on TV; I think they are one of the last groups that actually responds to it as a medium. More and more people do other things with their free time, and it shows in programs and ads.
So "city officials" (all rats) get to pick 200 people per year to give $9000 each to......sounds like a typical rat money laundering scheme to take money from the taxpayers and give it to their constituents. If there are any honest people left in DC they should be appalled.
Your take on blacks and TV is interesting...When you think about it, they DO seem to have more time on their hands...
