When he was born. Contrary to what a lot of FReepers think, it IS possible to be a naturalised citizen from birth, if your citizenship derives from congressional statute.
According to the Telegraph, Cruz isn't even a citizen. And if he did register, then he is naturalized not natural born.
At birth in Canada, when he was deemed a citizen by Congressional statute. Feel sorry for the guy, he’s smart and talented, but there are lots of other positions in this administration he will qualify for...just not President or Vice President.

Please cite relevant case law proving that there’s such a thing as “naturalized by statute” at birth as distinct from “natural born”. I’m unaware of the law recognizing such a distinction.

Natural born citizen means one is NATURALLY a US citizen, according to Natural Law and the Law of Nations, because one cannot be anything else because one is born here of citizen parents.
He was both a natural-born Canadian subject and a natural-born US citizen. Canada and the US both allow dual citizenship. He formally rescinded his Canadian citizenship in 2014. End of story.

That’s only an amateur opinion. The federal courts have not ruled whether a person is naturalized or natural-born (as federal law from the 1790s says...) when one parent is a citizen and they are born on foreign soil.
“Natural born citizen” was a new term in the US Constitution. English law covers a “natural born subject” which is by definition, different.
A very good legal case can be made that natural born citizen = citizen from birth.
That is my take on it. I like Cruz and gave him money before I knew that he is not qualified for the office he seeks. He would be great at pretty much any position except President or VP.

Interestingly, Trump asked the crowd at one of his rallies today which was more important about Cruz, his Canadian birth or the Goldman Sachs loan he failed to disclose. Overwhelmingly the crowd thought the birthplace issue was more important.
With the help of the Media Obama (who we still don’t know much about) was elected twice. With the help of the Media will Hillary (who we know lies to the country) be elected as President to keep the Obama legacy going? The Democratic Party runs the Media so they will continue to do what they do.
