I'd have to think that on a per square km basis, Afghanistan would have to be nearly the cheapest. And you would save a lot by not having to return large numbers of Afghans who desired to become refugees, you would just stop them at the border and tell them to turn around.
But seriously folks...
If this fellow is an Israeli, I wonder if a similar plan had occurred to him - moving the nation of Israel to some other place on the earth? I'm serious about this as an idea, and I have heard others voice it, albeit to copious ridicule.
You have the Saudi’s and other oil rich middle-east nations create a sinking fund to accumulate over 20-25 years the amount necessary to move Israel to some other place (northern, coastal Mexico?) You acquire the land, build infrastructure and move, to the extent possible, all of the productive assets that Israel has (universities, libraries, research facilities, religious sites, factories, etc.)
The cost would be in the trillions. But, as an exercise, compare it to the cost of the status quo and defending Israel against the present and coming threats.
The UN could broker the transition, and then Palestinians could turn the place into one of the most backward and unproductive places on the surface of the earth.
