SInce this is a gub'mnt building the Turkish government will have to conform to their bilateral agreement with the US FIRST.
Maryland doesn't have a foreign policy but the US does.

Foreign governments financing mosque construction in the US. Shouldn’t be allowed. If the local Moslems who might use the mosque can’t finance it, it shouldn’t be built.
