Exactly who was to blame for 1099 reporting rule in Obamacare bill?

I have been searching for the origin of the IRS 1099 reporting requirement in the Obamacare bill. Can anyone shed some light on who specifically is to blame?

Probably a Congressional staffer who was acting in the interests of some lobbyist. It’s for sure no Congressman/woman is responsible since none of them even read the bill much less wrote it.

..... This 1099 provision was done for a REASON. I believe it is intended as a preparatory step for implementation of a future federal VAT type tax program, which would of course be layered on top of all our other existing taxes.

I think it was planted as strategy: they put something in that was so rediculously onerous that it would never be accepted. Letting it go then paints the perps as reasonable compromisers, when actually they are just commie pukes.

I make 1000’s of one time purchases over $600.00.
It will take months to print all the 1099’s
mail them to the vendors and the IRS.

Every single person who voted for DeathCare without reading the bill is responsible. You can start the list with the dimmest bulb in the box, Tom Carper (Communist - DE). He bragged that he would not read the bill.

It was put in by Kent Conrad to claim $60B additional revenue (the supposed amount of increased tax collections resulting from 1099s), so that the CBO score would be under $1T.
