I think it was planted as strategy: they put something in that was so rediculously onerous that it would never be accepted. Letting it go then paints the perps as reasonable compromisers, when actually they are just commie pukes.

It was put in by Kent Conrad to claim $60B additional revenue (the supposed amount of increased tax collections resulting from 1099s), so that the CBO score would be under $1T.

I’m an accountant. This 1099 stuff has been a law on the books for many years. It has been largely ignored but it has been around for a while. Not sure why it was added to obamacare but it is a pain to do even if you have accounting software that tracks it.

Think not only of the cost to businesses to issue 1099s, but also the cost to businesses like Staples, Office Max, Sam's Club and Costco who will receive and have to process perhaps millions of 1099 forms and reconcile them to their income not to mention the number of new IRS workers that will be needed to process all these 1099s on a federal level.
I believe the reason this provision was added to Obamacare was to create a phony source of new tax revenue from stepped up enforcement to pay for its cost. However, I also think it is possible that someone in the bowels of Washington saw this as a first step to instituting a VAT.

The health care bill has been ruled unconstitutional so the 1099 provision is also null and void due the lack of a severability clause in the original bill
