Try to picture any other President doing this..
What's worse, the fact that Obama treats the Oval Office like this or the fact that they are arrogant enought to upload it on the White House website...

Aside from the photocad tag in the file?
Look at the people there, Andrew Card, Karen Hughes, Karl Rove. That would place it before 2002 or between August 2004 to March 2006 due to Hughes' and Card's service periods.
Now if you search for the picture online you only find it after May-June 2009, you won't find any color or B&W of Bush with his feet up on the desk till after 0 got busted for it mid 2009. And B&W is really easy to manipulate.
I believe it was altered. When-if I or some other FReeper finds the original, that fits the timeline, we'll know for certain.

Id wager that Pres. Reagan did not
Politicians tend to be a egotistical lot. There have been only a few of them who were truly humbled by the office and the trust that it symbolized from the US people. Reagan was one of them, Truman was an example from the other side of the isle. Combating the idea of "New Money" being the issue both of these men came from relatively humble origins.
My theory was that those men who brought honor to the presidency and the oval office were men who understood that the presidency was something they had been entrusted with, rather than something they had won. Winning something conveys a sense of ownership. Being entrusted with something implies that it is not yours, and that you are expected to give it back in as good, or better shape than you received it.

I mean the one of Bush with his feet on the desk. Something just don’t look real about it. Maybe the way his feet seem to be too close to the edge and not really touching the desk.
