What’s more, I think this may actually insult the Emperor. Obama’s behavior suggests the Emperor is stuck in a different time, and culturally isolated from the rest of the world.

I am getting out of the American Embassy here in Japan is that they did not even have a draft of Obama's Saturday speech, everything was so rush and disorganized and last minute by the visting White House, at least it would have been a generally considerate protocol to have the US Embassy Tokyo in on it as the local host and handler.
By that I gather then, that the bow itself as also a surprise to them, they were totally blindsided by it. Many have sounded out on FR that they cannot imagine the State Department advising him to execute such a ridiculous bow, and now I have to agree.
Obama in his arrogance (which will be his downfall IMHO) just simply decided he would go "native", freelanced his moved with the Emperor, and stepped right into the crap...now the story and that picture (plus video!) is spreading and a lot of people do not like it.

I have an anecdote that may explain Obama's fascination with other people's shoes.
After many years of installing fire sprinkler systems, I couldn't help but look up at the installations in everything from open warehouse-big box stores, to office buildings.
Within seconds, I'd silently critique the symmetrical alignment of the sprinklers, the distance in between them, any "shadowed" areas, earthquake bracing, take a peek at the riser (valves), etc., while my son counted the people that tried to figure out what I was looking at and my X pretended she didn't know me.
Perhaps Potus has some similar occupation related nostalgia.
It can take a quite a few years to overcome.
