It's an example of Cass Sunstein's "choice architecture." Sunstein may be Obama's choice for the Supreme Court, BTW.
Government makes up the "choices" and little people are "free" to choose from among them. Sunstein also believes in "nudging" the little people to make the right choice. Nudging is required for the proper operation of our democracy. Don't ya see?
"Play ball" is one of the choices and "or we will destroy you" is the nudge.
