See those red fingers on the left of the radar? Now whose might those be?
A seeming grid-pattern of five heat signatures appear out of nothing to the west of Hurricane Rita, intensify and hold their positions, and then fade to nothing. Their appearance coincided with the storm's unexpected turn away from Houston to track north before making landfall.

Hey, they found Haliburton's "Weather-Making" machine!
It Rove and Bush don't you know with their weather machine.
I stayed at a Holiday Inn Express last night. Those are space ships.
Uh, I will wait until the image shows up on Fox. Too much tin foil would be needed to figure out how the US military can produce a steering command for a huricane.
"Nearly a year ago I asked, "If the United States military is determined to 'own the weather,' what would the test of an environmental weapons system look like?" I suppose it might look something like this."
Holy crap, it IS Bush's fault! ;P
Actualy I commanded all five of my dogs to fart at the same time, I only caught the edge of Rita.
That's why I asked for weather men to answer not conspiracy nuts.
Tin foil......hat.....I don't know.
The mothership has finally come for Calypso Louis.
Japanese mob feeling bad about what they did with Katrina.
First they'd have to verify the source of the graphic. I can make a spot appear on a gif... Or five.

Here's a direct link to the annimation showig these blips - the only thing I found really interesting is that they do not just appear, but rather seem to form and strengthen then dissipate just as landfall occurs. Not a conspiracy nut, just fascinated by weather,
ooooh spooky!
ROFLMAO!!!!!!!!!!!!!!!!
I know there's a link to an animation.... but who made the animation?
Bush ordered Alaska to focus HARP(an Ionespheric(sp?) heater) on that area to push Rita over the black neighborhoods again.
So, to answer your question, Bush did it!!
Radar anomalies aren't unusual. Unfortunately everything I can find about them is from conspiracy sites. Personally I figure they're just natural or electronic phenomena like CB users suddenly able to speak to someone thousands of miles away.
Here are a couple of the conspiracy sites that I found just for fun.
