Hair - the annimation I posted a link to comes from the University of Wisconsin - Madison Space Science and Engineering Center Cooperative Institute for Meteorological Satellite Studies - this is what their website descibes:

Introduction
CIMSS is a Cooperative Institute formed through a Memorandum of Understanding between the University of Wisconsin-Madison (UW-Madison), the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA). CIMSS scientists conduct research using passive remote sensing systems for meteorological and surface-based applications.
