I've updated my blog to include the e-mail from Janice Okubo confirming that they assign birth certificate numbers in the state registrar's office and the day they do that is the "Date filed by state registrar".
The pertinent portion from Okubo's e-mail:
In regards to the terms “date accepted” and “date filed” on a Hawaii birth certificate, the department has no records that define these terms. Historically, the terms “Date accepted by the State Registrar” and “Date filed by the State Registrar” referred to the date a record was received in a Department of Health office (on the island of O’ahu or on the neighbor islands of Kaua’i, Hawai’i, Maui, Moloka’i, or Lana’i), and the date a file number was placed on a record (only done in the main office located on the island of O’ahu) respectively.
MY SUMMARY: As you can see, Okubo said that the “Date filed by the State Registrar” is the date a file number was placed on a record (only done in the main office).
There are no pre-numbered certificates. A certificate given a certificate number on Aug 8th (Obama’s Factcheck COLB) would not be given a later number than a certificate given a number on Aug 11th (the Nordyke certificates).
There is no way that both the date filed and the certificate number can be correct on the Factcheck COLB. The COLB is thus proven to be a forgery.

The poster that I sent that to said that optimizing and file conversion were not the same.
I don't think it is the same. It could be, but not necessarily. Optimizing would be a conversion, but conversion of a file could be many things, optimizing being just one of them.
Please post a link, I'd like to take a look at the source of the info.

The only ways to do it are to adjust the image size or convert it to a different format. .jpg's are to pictures as mp3's are to music, they are compressed files. Both formats are simply compressed, optimized file with minimal quality loss. That is way it is "optimal"

I watched your utterly shameless and pathetic exchange with dallassun(?) yesterday, and it is obvious you are a very disturbed individual. You seek fights, and yet, when you get them, it is off to the mods for you and the other members of your coven.
Psychologically speaking, I think you are setting up situations where you can feel threatened, so that you can obtain the resultant relief from a more powerful protector. It is a kind of “Munchausen by Proxy” thing. Having known one or two of these people, it is deep, and probably not amenable to therapy in light doses.
In over 11 years at FR, I have NEVER run off to a mod to whine about another freeper, yet I notice that nearly all of your particular coven do so on a regular basis. You get into a thread, call people names and insult them because they do not agree with you. It goes beyond sarcasm or cleverness. Calling someone a “troll”, an “obot”, a “socialist” —that isn’t mere witticism. It is why many people avoid the birther threads altogether. They do not want to contend with your adolescent nastiness.
Then, after p*ssing them off, you guys start hitting the “mod” button, like pod people who have discovered a rogue human-being in your midst.
It was my opinion, from this behavior, and from the screen names of the coven, that perhaps your group consisted of a “Papa Bear” or two, and a bunch of shared “Twinks.” Now I am beginning to suspect that you are all members of a “group therapy” group, for some un-named mental disorder.
I do not say this to hurt your feelings. I hope and pray that you consider it a slap in the face from someone who wished to snap you out of it.

None of what I read supports your assertion that file conversion and optimization are the same thing.
To optimize a file, it would have to be converted, but just converting a file wouldn't necessarily optimize it.

Ridiculing what is ridiculous is wrong, why??? And you can tell DJ, whom I am not speaking to until she “womans up”, that I never checked her profile, because I don’t care “who” someone is. Their argument makes sense, or it don’t. I don’t go prying into their background. Its irrelevant to me.
That is the point of all that logical fallacy stuff. The “ad hominem” argument thingy. If Ted Kennedy, who I could not stand, said, “Gee, there’s this COLB and the birth announcements” -—it isn’t any less true. If Weasel Waxman said it, it would still make sense.

And, most birther threads? I stay off of them. Too depressing sometimes watching what passes for birther logic. There’s one or tow right now where it is sheer stark-raving nuts. I can’t believe you guys (and gals) are falling for some of the poop you’re falling for on these two threads. I truly suspect that one of the threads was started by someone from DU just to upload and laugh at you.
Other times, though, you guys camper around in a zany fashion and the insanity is fun.

And while we’re on JR. Believe it or not me and several other freepers actually sat down and had lunch with him once. I don’t know whether he remembers me or not. He meets a lot of people. I thanked him for not kicking me off after becoming a democrat and for my progressiver views on economics. As I recall, he said he understood and that many southern democrats were like that. Conservative on most things, but haters of big business, and Wall Street stuff. Hey, that’s me.
And one very hurtful thing you guys said, that really p*ssed me off—was calling me a “Libertarian”—That’s sinking pretty low in my book.
