A new report produced by a branch of the Virginia State Police portrays the state's colleges and universities as potential breeding grounds for terrorism. The 200-page report, intended for distribution to law enforcement, intelligence and military organizations, says "a wide variety of terror or extremist groups" have links to Hampton Roads and singles out the area's two historically black universities for special mention. State police brass are pressuring troopers to dole out speeding tickets instead of warnings in a cash-grabbing mandate cops say is the closest the department has ever come to setting quotas. The pilot program, designed to monitor troopers’ daily activities, lays out a new system that rewards troopers if they give out a ticket as opposed to a verbal or written warning. On Friday, 102 men and women are expected to walk across the stage at the State Police training academy in Sea Girt, collect their badges and join the ranks of New Jersey's top law enforcement agency. LaPorte County, IN - About 3,000 to 5,000 marijuana plants, some the size of Christmas trees, have been found about a half mile north of State Road 4 between 600 and 700 East in LaPorte County, just west of Fish Lake.
