At least they find the time to raise taxes high enough to create an exodus of business owners and citizens to neighboring Virginia, while the mayor of B'more has set a goal to recruit 10,000 illegal alien families to the city.
They need to arrest anyone in groups of 4 or more.

Nothing new, in the ultra leftist SF Bay Area crime statistics have been falling because progressive mayors have ordered police chiefs to have officers lower the level of of the seriousness of the crime on police reports, on pain of firing. Police chiefs serve at the pleasure of the mayor, and will pass the firing on down the line by performance reports before they go.
Thus the progressive mayors and DA's can fulfill their political promise of lowering the crime rate without actually arresting or prosecuting any of their voting block. It's the California criminal protection plan, and it works fine.
Most upsetting to MoCo officials is the loss of tax revenue from the plastic bags, no doubt.
Only one way retail business will survive in those conditions: place all merchandise in secure inventory. No floor displays or samples. You want something? Point to the picture of what you want. Pay for it. Move on.
Likely,... I know in California the retailer must pay the sales tax on stolen merchandise, CA government NEVER loses out, suspect same in MD.

I think I see half the problem here. The other half, family instilled values, is beyond any cure in this generation and likely the generation to come.

Flash mobs have become the new form of rioting — call it “cold rioting” as distinguished from “hot rioting” (a la Rodney King).
Considering from whom this behavior emanates, it’s not unusual. What’s interesting is that it took them so long to think of it — guess we have the internet and social networking to thank for that. Apparently this is a dark side of social networking that no one could have foreseen.
As I said above, not-unexpected behavior. But what IS dismaying is the response of those who are charged to uphold the law:

What they are REALLY saying is that if you’re not of the flashmobbin’ persuasion, you have but two options as a victim:
- take it, or...
- leave.
Perhaps there is the “third option” of fighting back or even vigilantism, but those same folks in the district attorney’s office who would do nothing to prosecute the vermin in these escapades would throw every ounce of the law against anyone who dared fight back.
I sense that many Euro-Americans are just goin’ to be “leavin’ it behind”.

The trick used is in enforcement, the state compares sales to received merchandise minus inventory, and simply claims the merchant owes $X in taxes on unreported cash sales, and bills the merchant accordingly. They will collect unless the merchant appears at audit with their tax lawyer and has complete records proving the theft took place.
At best, the merchant pays whopping legal fees. With any discrepancy in records, he pays the tax, penalties, fines and interest as well.

Lock them in from an enclosed, protected space where the staff can gather until the cops come and round them up.
Also there should be SERIOUS time for racial intimidation and rioting. It is a worse crime than singleton theft.
The possibility of death, to the average person, is deterrent. Not to most of these kids.
Beside that they will, in all probability, have guns of their own and start blazing away. If they "lose" round one with you, they will regroup and hit you again, this time with more gusto.

That’s shows how weak our “justice” system is. They don’t even try to hunt them down as deserved.
This is basically the same cop-out as “we can’t track down and deport 14 million undocumented workers!”

Recent videos of two and five armed bros invading an internet cafe and a hock shop. Clerk whips out handgun and fires back. In neither incident was one of the miscreants killed. In neither incident did they fire back. In both they stumbled all over each other trying to get out the door. They are doing these things for some easy money or for some fun with a little loot thrown in. They are not interested in dying for these things .Arguably, in both cases had they hoods shot back they could have killed the defenders handily but they panicked instead. They are not ideological revolutionaries or bent on some sort of tribal revenge that would render their own lives worth the accomplishment of their missions.
Maybe they should quit giving them cellphones.
