So were some of the messages to Moose in a code that Moose could be expected to understand? It occurs to me that "duck in a noose" rhymes with "Moose" (as does "goose").

There's was more than a rhyme to that incident -- many on FR suspected that Moose maintained the lead in the case because the sniper was also targeting him. Whether true or not, it's disturbing that with all the Federal LE assets at their disposal, the "task force" apparently let Moose continue the "white man in a white van" charade -- and we still don't know what evidence (if any) that wild goose chase was based on. I doubt that we'll ever know the full story of that investigation, or that Moose will be charged with misconduct -- it would be just too darned embarassing for all concerned.

This is from CBS.com, on the day Mohammed and Malvo were finally captured -- is Moose the rabbit?

'Like A Duck In A Noose'
Oct. 24, 2002

What does the phrase "caught like a duck in a noose" mean to the sniper?

Authorities are not revealing the context in which the sniper - if he is indeed the author of notes left for police - asked them to publicly say: "We have caught the sniper like a duck in a noose."

Police Chief Charles Moose read that sentence aloud late Wednesday night, as part of his latest message to the sniper, adding: "We understand that hearing us say this is important to you."

Until more information is made public, we can't know what the meaning is of the reference to the duck in the noose.

The statement is reminiscent of the children's story "Peter and the Wolf" - a story of pursuit and capture - in which a duck ultimately winds up in the stomach of the wolf, still quacking.

Another folk tale involving prolonged pursuit and eventual capture directly mentions the predicament of a duck in a noose.

On the Tsalagi-L.net Cherokee culture and history web site, a version of "The Rabbit, the Otter, and Duck Hunting" recounts the story of a rabbit who boasts about his ability to catch a duck. The rabbit catches the duck, fastening a noose around the bird's neck. But that deed proves to be the undoing of the rabbit, not the duck, when the duck manages to fly high into the air, with the rabbit still hanging on to the noose, until he loses his grip and falls into a deep hollow tree stump, with no hole in it from which to escape. There he stays, slowly starving to death, until finally he is rescued by calling out to a group of children nearby, a much sorrier rabbit than the spunky braggart at the beginning of the story.

Perhaps the families of those victims will sue HIM.

The entire Washington metropolitan area should sue him. As I see it, if this article is factual, then Chief Moose is guilty of obstruction of justice.

I've attended a half dozen or so conferences, graduations, meetings and the like this spring and every one reflected on the impact the sniper shootings had on us as a community. The number of man hours, the resources and the energy expended managing the situation are incalcuable. Not to mention the affects of heightened stress . We learned a lot about ourselves in the process. We got through it but it wasn't always pretty. Most of us were defiant and carried on. It was our loved ones we worried about.

The timing of the shootings contributed to the anxious atmosphere since we'd held our collective breath for one year after the September 11 attacks. Everyone I know lost a friend or family member at the Pentagon. I had just participated in a moving ceremony marking the one year anniversary of September 11 and we all finally exhaled and began to look forward in a more positive direction. Then the shootings began.

If Chief Moose, in any way, interfered with the investigation and caused the saga to continue longer than it otherwise might have, he should be held accountable.

Cockney English famously uses rhyming slang. I wonder if any form of argot used by Moose or the snipers might do so as well. If they use rhyming slang in London, might they not also do so on Jamaica? Could "duck in a noose" be code for "Moose"?

Is there ANYONE who thinks that Malvo was smart enough to say the "duck in a noose" thingy as part of a child's nursery story??

Moose and his demented wife, that civil rights attorney, are dangerous people.

I don't know about all that "duck in a noose" stuff. I remember looking it up on the internet last fall and finding a fable that includes the phrase. I have a friend from the Dominican Republic, but can't think of anyone I know from Jamaica. Next time I see her, I'll ask her if it means anything unique that she's aware of.

I'm unsure what I'm supposed to do with that link, but when I entered, "goose in a noose" in the translator, all I got was "Lor' luv a duck! goose in a noose. Know what I mean?" Can't make a connection there. Did I flunk out of Detective School already?

Gee golly. Sure sorry to see Moose go. Good thing he wasn't some incompetent grandstander who took credit for others' work. Awfully glad he didn't become the poster boy for 'incompetent police work' or 'affirmative action hires gone awry'. Good thing. I'm sure some right-minded organization will bring him on at a ridiculous salary and continue to provide the a**-kissing he's become so used to. Yep............

Local Maryland Dems are laying their praise on thick, especially those responsible for the Chief's hiring. The County Executive for Montgomery County said yesterday that he supports Chief Moose writing the book while critics have expressed concern about any revelations affecting the trials. Why aren't they concerned about that. The trials should be foremost in their minds.

The only criticism I've heard is "although Chief Moose handled the investigation with professionalism and [insert BS here], he allowed his celebrity to go to his head since." I expect Chief Moose's book to be filled with about the same level of veracity as Living History. Merely another example of "let me get out there first and defend (cover up) my . . . actions."

There is an incredible story to tell here. It's a shame the Chief cannot be trusted to tell it.

Chris Core on WMAL radio talking now about how Montgomery County police officers are furious with Moose for messing up the sniper investigation. Guest says Moose knew the snipers were blacks weeks before they were caught.

I must have just missed Paul Sperry. I tuned in when Chris Core began taking phone calls. What was Chris' reaction to what Sperry said? Did he sound incredulous or did his response indicate he found Sperry's claims plausible? Chris' conversation with the Montgomery County police officer seemed to show Chris accepted Sperry's article as possible since the LEO supported what Sperry reported.
