Thanks, Kim! Do you remember the Paul Sperry story about Chief Moose's knowing after the first sniper attack that the shooters were probably two black guys in an old, dark car and NOT a white guy in a white van? Sperry said the detectives accused Moose of allowing the public misconception because when he'd accepted the chief position he'd agreed to no racial profiling because he wanted to lower the black prison population in Maryland. Remember that story? Please say yes, because I can't find it.

Montgomery County Police Chief Charles A. Moose has resigned in order to free himself from the ethical concerns surrounding his plans to write a personal account of last fall's sniper manhunt, County Executive Douglas M. Duncan announced today.

Moose, who became a national hero as the sturdy face of the sniper task force, said in his three-sentence resignation letter, "It has been an honor and a privilege to work for you and with you in this beautiful county."

ROCKVILLE, Md. -- Montgomery County, Md., Police Chief Charles Moose, who led the investigation into D.C.-area sniper shootings, will resign effective June 28, county executive Doug Duncan announced Wednesday.

Moose said the decision to resign was his, adding that it is time "to move on and explore other paths in life."

Moose ran into problems when he asked to write a book about the investigation. The county ethics board said he could not profit from the book because of his position with the company.

Duncan told WRC-TV in Washington that Moose believes the book is a once-in-a-lifetime opportunity that he can't pass up.

"It has been an honor to work for and with you in this beautiful county," Moose said in a statement. He was not available for media interviews on Wednesday.

ROCKVILLE, Md. - Montgomery County Police Chief Charles Moose resigned Wednesday in the wake of conflict with county leaders over a book he wrote about the investigation of the Washington-area sniper shootings.

Moose's attorney, Ron Karp, read a statement from Moose that said the chief made the decision to resign and that it is time "to move on and explore other paths in life."

Moose's statement said he didn't want to dwell on the past and prefers to "focus on the future." Moose said he had worked to make Montgomery County a "safe and secure place to live."

Moose also thanked County Executive Douglas Duncan for supporting his desire to write the book and appeal the commission's decision.

Montgomery County police spokeswoman Joyce Utter referred all questions to Duncan's office.

After the county ethics commission ordered Moose to drop the book project, Moose challenged the decision on two fronts, appealing the decision in county circuit court and filing a federal lawsuit claiming his free speech rights were being violated.

The book, "Three Weeks in October," has been posted for preorder sales on the Internet. The book is scheduled to be released in October, one year after the sniper attacks.

Moose currently is on active duty with a military police unit of the D.C. National Guard, and his statement said he would remain on guard duty for the foreseeable future.

Two months ago, Duncan named Assistant Chief Bill O'Toole the department's acting chief. He has been running the department's routine operations in Moose's absence.

Thanks for the links. The Sperry story claimed there had been an eyewitness to the first shooting who said he saw two black guys walking who laughed and high-fived each other, then got into an older, dark colored car and drove away. Moose had this information early on yet never went public with it and allowed talking heads to perpetuate the white van speculation and myth.

ASPEN HILL, Md. – Just hours after the Beltway snipers shot out a crafts store window here, kicking off a three-week rampage, a pizza delivery man on shift next to the store told local police he saw two short-haired black males leave the scene – laughing and "high-fiving" each other – in a dark, older-model car, WorldNetDaily has learned.

Yet the sniper task force, led by Montgomery County Police Chief Charles Moose, ignored the early eyewitness account and focused instead on a white suspect in a white vehicle, according to MCPD investigators, who are now speaking out about what they call racially correct "tunnel vision" during the nation's largest manhunt.

The snipers shot out a window at a Michaels craft store here in Aspen Hill at 5:20 p.m. on Oct. 2. About 45 minutes later, they shot and killed a 55-year-old man in a grocery store parking lot in nearby Wheaton, Md. He was the first of the snipers' 13 victims.

Suspecting the Michaels shooting was connected, one of Moose's homicide detectives canvassed the shopping center there, a senior investigator says. He took a statement from a Papa John's Pizza employee working two doors down from Michaels, who said he heard the rifle report and turned to see "two black males with short hair" driving slowly away in a dark-colored "beat-up vehicle," the source said.

The witness told the detective the men were "laughing and high-fiving themselves" as they left the parking lot, according to the investigator, who requested anonymity. The car then sped up as it exited the parking lot, as if "fleeing the scene," as the witness reportedly put it.

The detective filed a written report with headquarters, but the eyewitness statement was buried, department sources say.

The manager of the Papa John's store in Aspen Hill yesterday confirmed that one of his drivers, Steve Cribbin, witnessed the snipers leave the parking lot the evening of Oct. 2.

"He said he heard the shot and he saw a car kind of speeding out of the parking lot," manager James Colston told WorldNetDaily.

John Allen Muhammad, 42, and Lee Boyd Malvo, 18, both black, were arrested in the murder spree on Oct. 24, while sleeping at a rural Maryland rest area. They were in a dark blue 1990 Chevrolet Caprice.

Some Montgomery county police officers charge that Moose was reluctant to release the suspects' race throughout the manhunt, because he had agreed with the Justice Department to end racial profiling in the county in 2000. Moose, who has blamed "systemic racism" for what he calls an "overrepresentation" of blacks on death row, also ended racial profiling in Portland, Ore., when he served as that city's police chief.

"Moose didn't want his officers stopping every black in Montgomery County," said one officer who worked on the investigation. "Of course, it was OK to stop every white in a white box truck."

The officer, who wished to remain nameless, says he knows that Moose personally was aware of the descriptions of Muhammad and Malvo as early as Oct. 21, the day before they took their last victim, a bus driver in Aspen Hill.

"Once he had the info, he didn't disclose it, and Conrad Johnson, the last victim, was killed," he said.

Moose has been working closely with Johnson's family to lobby state lawmakers for even tougher gun laws in Maryland.

Moose was positive enough about at least Muhammad's identity that he secretly dispatched a team of undercover agents, led by a Special Investigations Division commander, to stake out Muhammad's ex-wife's house two days before he was captured, as WorldNetDaily first reported. Moose swore the agents to secrecy, and he didn't release a look-out bulletin for Muhammad or Malvo with their physical descriptions for another 24 hours.

Police union officials recently complained in salary arbitration hearings with the county that Moose jeopardized investigators' and patrol officers' safety by withholding the descriptions, as WorldNetDaily also exclusively reported.

"Shame on him. Shame on him and everyone else who knew the look-out and kept it from investigators and patrol officers," another officer said in an internal police department e-mail obtained by WorldNetDaily. "Thank the heavens God was looking out for us, because Moose and his cronies were not."

The same officer called Moose a "self-promoting clown."

A Montgomery County ethics panel ruled last week that the 49-year-old chief cannot cash in on his role in the sniper manhunt with planned book and movie deals.

Moose did not respond to both verbal and written requests for an interview, which were made before he was called early last week to active duty with the U.S. Air National Guard.

He's got lots of money now. He sued Mariott for being asked to show identification at the hotel. Supposedly asked the management.......DON'T YOU KNOW WHO I AM???????

They settled rather than endure the publicity.

Guess the fact of matter of Chief Moose is that if you can't succeed......SUE

I've always believed Moose knew who Willaims/Muhammad was long before the arrests too, and that Willaims/Muhhamad had something personal against Moose. Ergo, he was targeting Moose. WHY Moose would appear to have been protecting him I can't guess. At first I was inclined to cut him a break, but early on it began to appear that Moose was covering up something serious.

He may be covering up an episode about which only he and Willams/Muhammad know, or maybe he's just that much of a rabid racist. It's hard to conceive that a thinking being could be so irratinally racist as to allow the deaths of (I believe) 4 more people in order not to send his men after the real suspects, but the more I read about both him and his wife, the more plausable it sounds.

Glad Sperry believes something similar. Moose needs to be investigated for criminal obstruction of justice and interferance in a murder investigation and illegal use of procedure.
