If you look at the context of what he said, and what he probably meant to say was against enemy troops - then yes he’s right. So was Spicer the other day.
The Allies were very concerned that the Germans would use chemical weapons and even had some secret stocks in Europe to retaliate if necessary. But for whatever reason, the Germans never used the stuff.

A bullet or an explosive is legitimate combat weapon.. chemical weapons are prohibited. And that retaliatory attack on a Assad was over using chemical weapons not Conventional Weapons

Equating the Holocaust to the ban use of chemical weapons in combat is putting Hitler (who was gassed in WWI) on some kind of morally Higher Ground because he would then be a victim of gas first by the allied powers in WW1

Actually, both sides used incendiary bombs during WWII which could have technically been classified as “chemical weapons”.
By the logic that a fire bomb is a “chemical weapon” then all conventional bombs are chemical weapons as a chemical explosive devices
